Amends Minnesota Statutes 2008, section 62Q.76, subdivision 1 to establish definitions for dental insurance contracts, health care providers, dental plans, dental organizations, dentists, and enrollees.

Prohibits dental organizations licensed under chapter 62C from requiring dentists or health care providers to offer uncovered dental services on terms unacceptable to enrollees and providers.

Requires dental organizations and dental plans to clearly identify on explanation of benefits forms the amount enrollees are responsible for paying to dentists or health care providers.

Exempts contracts for dental care services under public programs sponsored or funded by state or federal government from these requirements.

Effective date is August 1, 2010.
