Make $10,000,000 available beginning March 1, 2010, from the special revenue fund for a loan to the adjutant general for payments to eligible current and former Minnesota Army National Guard members, with funds available until August 1, 2011.

Eligible individuals must be entitled to federal payment for extended active duty in addition to regular active duty pay during an extended deployment ending in July 2007, and cannot receive duplicate compensation for already federally-compensated service.

Adjutant general must obtain written assurance from the federal government that federal payments received will be deposited in the state special revenue fund and that the federal government retains no obligation to provide additional compensation.

Payments received before August 1, 2011, must be deposited in the special revenue fund, while payments received after that date must be deposited in the general fund.

The difference between total payments made to individuals and federal funds deposited in the special revenue fund as of August 1, 2011, is appropriated in fiscal year 2012 from the general fund to the commissioner of management and budget for transfer to the special revenue fund.
