Urges the United States Mission to the United Nations (USUN) to create a youth delegate position to represent young Americans at the United Nations.

Notes that the USUN, established in 1947, currently employs approximately 150 staff members representing U.S. political, economic, social, legal, military, public diplomacy, and management interests at the United Nations.

Identifies that youth delegates enhance global awareness of youth issues, promote youth rights and aspirations, and strengthen youth participation in decision-making processes at all governmental levels.

States that creating a youth delegate position would demonstrate U.S. commitment to young people, improve government-youth relations, and encourage American youth engagement in international issues and citizenship.

Directs Minnesota's Secretary of State to transmit copies of this memorial to the President of the United States, congressional leadership, relevant congressional committees, and Minnesota's congressional delegation.
