Establishes the MNovate Commission with 12 voting members, including the commissioner of education as an ongoing member and first-year chairperson, to provide leadership for creating new and innovative public school models.

Commission members serve staggered three-year terms with a maximum of two consecutive terms; initial terms allocated by lottery with one-third serving one year, one-third serving two years, and one-third serving three years.

Governor, speaker of the house, and senate committee subcommittee each appoint four voting members; appointees must demonstrate expertise in innovative efforts and reflect geographic and ethnic representation to the extent practicable.

Commission must conduct research on unmet student learning needs, identify laws restricting learning models, develop evaluation methods, facilitate quality assistance to new school developers, and administer federal charter school start-up grants.

Commission shall submit annual reports by January 21 to the governor, legislature, and commissioner of education with results and recommendations for developing new school models, and may create a private nonprofit corporation to carry out its powers and duties.
