Proposes an amendment to Minnesota Constitution, Article XI, Section 5, to authorize the state to incur public debt for public information technology systems, licenses, and infrastructure.

Adds a new subsection (j) to the constitutional debt authority provisions, allowing the state to pay capital costs of design, acquisition, installation, construction, equipping, and servicing of IT systems, licenses, and infrastructure.

Requires debt authorization for IT purposes to be adopted by a vote of at least three-fifths of members in each house of the legislature.

Maintains existing $200,000,000 par value limit on railroad bonds and other specified bond authorities.

Requires submission of the amendment to voters at a general election with the ballot question asking whether to permit the state to issue bonds and incur public debt for public information technology systems, licenses, and infrastructure.
