Amends Minnesota Statutes section 123A.55 to add "special" and "charter" districts to the classification of districts eligible for permanent school fund endowment apportionment, effective July 1, 2010.

Modifies the apportionment formula in section 127A.33 to base distribution on the number of pupils in each district's adjusted average daily membership during the preceding year instead of the current method.

School endowment fund apportionments distributed semiannually on the first Monday in March and September to districts whose schools have been in session at least nine months.

Excludes pupils for whom tuition is received by the district from the apportionment calculation.

Effective date for the apportionment changes is fiscal year 2011 and later.
