Analysis must estimate the impact of federal funding loss on state revenues and services.

Agencies must recommend strategies to adjust to and minimize loss of federal income and service impact.

Agencies must recommend a plan for monitoring indicators of federal inability to meet obligations and specific steps to take if those indicators trigger.
