• Makes supplemental appropriations and reductions totaling $2,500,000 in General Fund spending across fiscal years 2010-2011 for cultural and outdoor resources.

• Reduces appropriations for Explore Minnesota Tourism ($311,000-$313,000), Minnesota Historical Society ($238,000-$554,000), Board of the Arts ($284,000 both years), Public Broadcasting ($65,000-$83,000), and various other cultural organizations.

• Creates a film production jobs program operated by the Minnesota Film and TV Board, allowing reimbursements of up to 20% of production costs for films located outside the metropolitan area or exceeding $5,000,000, and up to 15% for films with production costs of $5,000,000 or less within the metropolitan area.

• Amends the Explore Minnesota Tourism Council to consist of up to 28 voting members including tourism industry representatives, four legislators, and non-voting members, meeting at least four times per year with provisions for electronic participation.
