Municipalities may authorize full-time permanent firefighters on duty or volunteer firefighters off duty to solicit charitable contributions from motorists by municipal resolution.

Solicitations must be for only one charitable organization per year that qualifies under Internal Revenue Code section 501(c)(3) and is registered as a charity under Minnesota state law.

Solicitation activities are limited to a maximum of three days per calendar year, whether or not consecutive.

The charitable organization must provide proof of commercial general liability insurance with minimum limits of $1,500,000 per occurrence covering bodily injury and property damage on public streets, roads, rights-of-way, or resulting from solicitor activities, with the municipality named as an additional insured.
