Creates a variable rate fertilizer application equipment grant program administered by the Minnesota Commissioner of Agriculture to partially reimburse eligible persons for equipment purchases.

Defines eligible persons as partnerships, corporations, cooperatives, or other legal business structures that apply fertilizer to agricultural land for hire.

Requires grant applicants to submit an affidavit certifying they will use the equipment to fertilize at least 5,000 agricultural acres in Minnesota over five years, with grants capped at 10 percent of equipment purchase costs.

Authorizes the commissioner to implement an equitable lottery system to select grant recipients if applications exceed available funds.

Appropriates $2,000,000 from the clean water fund in fiscal year 2011 to the Commissioner of Agriculture for awarding grants under this program.
