• Redefines "installation" of manufactured homes to mean assembly, installation, or reinstallation at site of occupancy, including utility connections and support/anchoring systems.

• Requires used manufactured homes (offered for sale at least 24 months after first purchase) and new manufactured homes to comply with Manufactured Home Building Code and bear required labels or seals.

• Establishes Notice of Compliance Form for used manufactured homes with specifications for electrical, heating, safety features, and egress windows; signed by both seller and purchaser indicating responsibility for corrections.

• Creates alternative design plan provision allowing frost-free design slabs stamped by licensed professional engineer or architect to receive department permit within ten days.

• Requires single-section used manufactured homes reinstalled less than 24 months after initial installation to use frost-protected foundations per subdivision 1c; homes reinstalled after 24 months may use above-frost-line footings with mandatory seller notice and warranty disclosure to purchaser.
