Memorializes Congress to appoint an independent counsel to investigate unresolved Prisoner of War - Missing in Action (POW/MIA) cases from World War II, the Korean conflict, the Vietnam War, the Cold War, and the Gulf War.

Directs the Secretary of State of Minnesota to prepare copies of the memorial and transmit them to the President of the United States Senate, the Speaker of the United States House of Representatives, and Minnesota's Senators and Representatives in Congress.

Notes that as of July 2005, the Government Accountability Office listed 88,115 service members unaccounted for from World War II, Korean/Cold War conflicts, the Vietnam War, the Gulf War, and other conflicts.

Affirms that the families of missing military personnel deserve to know what happened to their loved ones and that all efforts should be made to resolve the POW/MIA issue.
