• Creates an Office of Health Care Inspector General within the Department of Human Services to enhance antifraud activities and protect the integrity of state health care programs and beneficiaries.

• Office duties include promoting economy and efficiency, conducting audits and investigations, identifying fraud and abuse weaknesses, detecting wrongdoers, and operating a toll-free hotline for reporting suspected fraud, waste, or abuse.

• Office must periodically report to the commissioner and legislature on program and management problems, recommendations for corrective action, and legislative or regulatory proposals to reduce vulnerabilities.

• Beginning July 1, 2011, the commissioner must annually report to the legislature and governor on Medicaid Integrity Program (MIP) audit results and Payment Error Rate Measurement (PERM) audit results for state health care programs under chapters 256B, 256D, and 256L.

• Commissioner must present a corrective action plan to the legislature and governor when Minnesota's PERM audit rate exceeds the national rate or when the MIP audit determines corrective action is needed.
