Amends Minnesota Statutes sections 394.25 and 462.357 to authorize county boards and municipalities to establish transfer of development credits (TDC) banks through ordinance.

Allows counties and municipalities to designate nongovernmental entities—including not-for-profit organizations, credit unions, or private commercial banks—to operate as TDC banks with power to purchase, hold, and sell development credits.

Permits counties and municipalities to transfer development rights from areas designated for preservation to areas deemed more suitable for development through conservation easements under chapter 84C.

Prohibits municipal ordinances from preventing private contracts between individuals or private business entities for the purchase, holding, and sale of development credits.

Protects earth-sheltered construction, relocated residential buildings, and manufactured homes complying with sections 327.31 to 327.35 from zoning regulation prohibitions.
