HF 3055 Summary

• Establishes the Steering Committee on Performance and Outcome Reforms to develop uniform performance and outcome standards for essential human services by November 1, 2009, with standards based on current resource levels.

• Creates the State-County Results, Accountability, and Service Delivery Redesign Council with representatives from state agencies, counties, social service administrators, and service recipients to oversee the redesign process and recommend statutory changes.

• Authorizes the Commissioner of Human Services to impose remedies on underperforming counties or service delivery authorities, including voluntary or mandatory incorporation with other entities or transfer of authority to the commissioner, with power to adjust state and federal program allocations accordingly.

• Requires counties or consortiums of counties to establish service delivery authorities if they meet population thresholds (single county with 55,000+ residents or consortium with combined 55,000+ in reasonable geographic proximity) and allows exemptions upon council and commissioner recommendation.

• Repeals Minnesota Statutes 2009 Supplement sections 402A.30 and 402A.45 and modifies definitions of "service delivery authority" to allow assignment by commissioner under section 402A.18.
