• Commissioner must develop a peer grouping system for health care providers incorporating risk-adjusted cost of care and quality of care measures, with dissemination to providers by October 15, 2010 for total care metrics and January 1, 2011 for condition-specific metrics.

• Providers receive 30 days to review data for accuracy and appeal through an established process; commissioner cannot publish results while a provider has an unresolved appeal and must ensure scientific validity before publication.

• Beginning January 1, 2011, state agencies, political subdivisions, and health plan companies must use the peer grouping information to create incentives for members to use high-quality, low-cost providers through differentiated products and selective networks.

• Agricultural cooperative health plans serving farmer members are authorized as a four-year pilot project with exemptions from certain insurance requirements, renewable for four additional years if they improve access and affordability for farm families.

• Commissioner of Human Services must report by April 1, 2011 with recommendations for implementing payment reform that rewards high-quality, low-cost providers under Minnesota Statutes section 256B.0754.
