HF 3074 Summary

• Amends Minnesota Statutes to allow the Board of Teaching to approve innovative, research-based teacher preparation and licensure programs in addition to traditional postsecondary programs.

• Establishes a limited-term license valid for up to two full school years, issued to qualified candidates with a bachelor's degree who pass required teacher licensure exams in skills, content, and pedagogy.

• Requires limited-term license holders to complete school-based experiences with supervision, mentoring, and evaluation, with each year counting toward first probationary employment.

• Mandates approved program providers to be colleges, universities, or nonprofit corporations with board-approved teacher preparation programs that partner with schools and maintain selective admissions standards.

• Repeals Minnesota Statutes 2008, section 122A.24 (alternative preparation licensing requirements) effective August 1, 2010, and makes the new section effective for the 2010-2011 school year and later.
