Expands the definition of "elevator" to include moving walks and vertical transportation devices such as escalators, passenger elevators, freight elevators, dumbwaiters, hand-powered elevators, endless belt lifts, and wheelchair platform lifts.

Removes exclusions for manlifts in grain elevators and feed mills, and for platform wheelchair lifts and elevators in churches from the elevator regulations.

Requires annual operating permits costing $100 per year for all elevators, except hand-powered manlifts and electric endless belt manlifts are exempt from subsequent operating permit fees after the initial installation fee.

Exempts hand-powered manlifts and electric endless belt manlifts from periodic safety inspections.

Establishes differentiated inspection intervals: special purpose personnel elevators every five years, church elevators without attached school facilities every three years, and all other elevators annually.
