Establish a 72-hour public review period before legislative hearings or votes on appropriation-related or revenue-related bills following public introduction of the bill.

Define appropriation-related bills as bills authorizing appropriations for state operating, capital, or transportation expenses, and revenue-related bills as bills raising revenue for such expenses.

Require a minimum 24-hour waiting period after adoption of any amendment or delete everything amendment to appropriation or revenue bills before third reading or committee reporting, excluding weekends and holidays unless the body is in session.

Allow two-thirds vote by the full committee, conference committee, or legislative body to waive the time-sensitive prohibitions, with required notation that the public's right to detailed review has been waived.

Apply the time-sensitive restrictions to each new version of an appropriation or revenue bill considered, including conference committee recommendations, effective for the 2011-2012 legislative session and thereafter.
