Affirms the Permanent School Fund Advisory Committee's recommendation to support negotiations with the United States Forest Service on the sale and exchange of school trust lands in the Boundary Waters Canoe Area Wilderness.

Directs negotiations to include a hybrid model allowing for both the sale and exchange of school trust lands within the Boundary Waters Canoe Area Wilderness for Federal lands outside the wilderness area.

Memorializes Congress and the Secretary of Agriculture to appropriate money and negotiate with Minnesota regarding school trust lands that currently generate no revenue for the permanent school fund.

Requires the Minnesota Secretary of State to transmit copies of this memorial to Minnesota's Congressional delegation, the Secretary of Agriculture, and the Director of the United States Forest Service.
