• Grants surviving domestic partners access to health records of deceased patients, on the same basis as surviving spouses, including parents, children, and siblings.

• Defines "domestic partners" as two same-sex adults who are mentally competent, share financial obligations and common residence, maintain a committed interdependent relationship, and are not married to or in partnership with another person.

• Includes domestic partners in provisions governing mental health treatment information access, medical procedure consent, patient privacy rights in residential facilities, and hospice patient family definitions.

• Authorizes domestic partners to make decisions regarding autopsies and anatomical gifts for deceased persons, placing them in the priority order immediately after the deceased's agent and before adult children.

• Amends health care consent procedures to recognize domestic partners as proper relatives for obtaining informed consent for medical treatment when the patient is unable to consent.
