Imposes a moratorium on the legislature and state agencies from enacting new unfunded mandates or increasing costs of existing mandates on Minnesota businesses, cities, counties, school districts, and towns unless otherwise provided by law.

Exempts mandates determined necessary to protect public health or environment or required to implement federal law, with exemptions granted by the legislature for laws or by the governor for rules.

Creates the Local Government Mandate Relief Commission with seven local government representatives appointed by the governor and four legislative members, tasked with recommending elimination of unfunded mandates by December 1, 2010; commission expires December 31, 2010.

Creates the Business Mandate Relief and Paperwork Reduction Commission with seven business representatives appointed by the governor and four legislative members, tasked with recommending reductions in mandates, paperwork, fees, licenses, permits, and bureaucracy on businesses by December 1, 2010; commission expires December 31, 2010.

Becomes effective the day following final enactment.
