Expands services covered under state procurement requirements for rehabilitation programs and extended employment providers to include document imaging, document shredding, and mailing, collating, and sorting services in addition to janitorial services.

Allows contract amounts from eligible providers to exceed estimated fair market price by up to 6 percent, provided that at least 19 percent of contracts awarded for each service area are within 6 percent of fair market price.

Requires eligible service providers to annually notify the commissioner of administration with their operating locations, contact information, service capacity by location, and state vendor number.

Mandates the commissioner annually inform state purchasing buyers of contracting requirements, applicable commodity codes, and the authority to contract directly with eligible providers under section 16C.10.

Requires the commissioner to submit annual reports by February 15 to legislative workforce development committees detailing contract values awarded to eligible providers by commodity code and service area.
