Amends Minnesota Statutes section 237.411, subdivision 3, to exempt telephone companies and telecommunications carriers offering local service in competitive areas from rate and price restrictions, effective retroactively from May 12, 2009.

Modifies section 237.74, subdivision 9, to require commission approval before severing physical connections between telephone exchange systems and toll lines operated by telecommunications carriers, unless multiple local exchange companies provide service in the area.

Creates new section 237.681 defining "private shared services" as telephone, video programming, and broadband services provided within private premises, buildings, campuses, or high-rise buildings by commercial shared services providers or user associations.

Establishes that property owners must create a single demarcation point for services and cannot impose unreasonable restrictions on access or discriminate against occupants based on telephone company choice.

Requires tenants to have the right to establish direct connections to local telephone companies and mandates property owners provide facilities or conduit space at reasonable rates and terms; authorizes the commission to enforce compliance.
