Proposes an amendment to the Minnesota Constitution adding a new section to article XI establishing a spending limit for all state funds during each biennium equal to actual revenues received in the previous two-year budget period.

Exempts one-time repayment of payment shifts and other state financial obligations from the expenditure limitation.

Allows additional expenditures beyond the revenue limit only to provide for public peace, safety, or health as a result of a declared national security or peacetime emergency.

Requires submission of the proposed constitutional amendment to voters at the 2012 general election with a specific ballot question asking whether state government expenditures should be limited to actual revenues received in the previous two-year budget period.
