Establishes "twice the legal limit" as an alcohol concentration of two times the legal limit (0.16 BAC) and creates enhanced penalties for violations at this level, effective July 1, 2011.

Increases license revocation periods for impaired driving violations, with longer suspensions for repeat offenders and those with alcohol concentrations at twice the legal limit or higher.

Converts the ignition interlock device pilot project into a permanent program, allowing judges to sentence offenders to probation with mandatory ignition interlock device restrictions as an alternative to standard sentencing.

Requires persons with three or more qualified impaired driving incidents to demonstrate abstinence through ignition interlock device use or other chemical monitoring for 3-6 years before regaining full driving privileges.

Establishes misdemeanor penalties for driving without an ignition interlock device when required, tampering with the device, or lending a vehicle to someone subject to the restriction.
