Modifies hospital construction moratorium under Minnesota Statutes 2009 Supplement, section 144.551, by exempting 24 specific hospital construction and modification projects from certificate of need requirements.

Exempts national referral centers receiving over 40 percent of patients from outside Minnesota, projects with approved certificates of need as of May 1, 1984, and projects where certificate of need denials were timely appealed and reversed.

Allows consolidation of pediatric specialty hospital services in Minneapolis-St. Paul area without net increase in beds and temporary relocation of pediatric-orthopedic hospital beds for reconstruction without net bed increase.

Permits relocation or redistribution of hospital beds within buildings, hospital systems, or state without triggering moratorium restrictions under specified conditions, including caps on capacity transfers and bed increases.

Exempts specialized projects including psychiatric hospitals in Rice County (35 beds), new hospital in Maple Grove (300 beds), and other specific regional hospital additions in Beltrami, Otter Tail, Carver, Itasca, Hennepin, Cass, and Fergus Falls counties.
