State executive agency conferences must be conducted by videoconference, audioconference, or other electronic means to the greatest extent practical if the conference would otherwise require employee travel reimbursement.

The chancellor of the Minnesota State Colleges and Universities, constitutional officers, and the commissioner of finance may grant exemptions from this requirement when necessary to allow non-state employees to participate effectively or when essential to efficient state business.

The electronic meeting requirement does not authorize agencies to avoid compliance with the open meeting law in Minnesota Statutes chapter 13D.

The section becomes effective the day following final enactment.
