Establishes "efficiency plus access task forces" to improve efficiency and reduce education costs through collaboration across school districts and government agencies while maintaining or improving student learning results.

Requires school districts with fewer than 5,000 pupils in K-12 for fiscal year 2010 to participate in an efficiency plus access task force; allows larger districts, charter schools, cities, townships, counties, and other public entities to participate voluntarily.

Each task force shall consist of one member appointed by each participating district and one member from each participating entity, with initial meetings required by September 30, 2010, and task forces to elect a chair and officers.

Task forces shall review and make recommendations in areas including administrative services (superintendent, principal, financial management, facilities, food services, transportation, health and IT services), instructional and learning services (common calendars, technology use, college credit coordination), cooperative extracurricular arrangements, and new school models.

Requires initial planning reports by October 15, 2010, final recommendations and reports by December 1, 2011, with the commissioner filing a summary report to the legislature by June 30, 2012; appropriates funds to the Department of Education for fiscal year 2011.
