Amends Minnesota Statutes section 216E.03 to add subdivision 7a establishing preferred routing standards for high-voltage transmission line route permits.

Commission must prioritize routing that minimizes proximity to residences, schools, child care facilities, day camps, and hospitals, with preference for utilizing existing utility, highway, and publicly owned railroad corridors.

Commission shall give consideration to placing high-voltage transmission lines underground as an alternative routing option.

Public Utilities Commission and Department of Transportation must develop and implement procedures to allow Department of Transportation participation in transmission planning and route permitting processes.

Public Utilities Commission must report required statutory amendments to relevant legislative committees by January 15, 2011.
