Reinstates authority for government entities to access financial records from financial institutions in response to a judicial or administrative subpoena.

Allows disclosure of financial records to law enforcement, lead agencies, or prosecuting authorities investigating financial exploitation of vulnerable adults via judicial or administrative subpoena under section 388.23.

Maintains existing exceptions allowing disclosure when the customer authorizes it, a search warrant is issued, or other statutes or rules permit disclosure.

Effective retroactively to August 1, 2009.
