Creates a film production jobs account to be funded with taxes reported by the Minnesota Film and TV Board from productions receiving payments under the film production jobs program, beginning in fiscal year 2012.

Establishes the film production jobs program operated by the Minnesota Film and TV Board with oversight by the director of Explore Minnesota Tourism to make payments to producers of feature films, television, documentaries, music videos, and commercials that create new film jobs in Minnesota.

Allows reimbursements of up to 20 percent of film production costs for films incurring production costs exceeding $5,000,000 in Minnesota within a 12-month period.

Requires the Minnesota Film and TV Board to report by February 15 to the commissioner of management and budget the amount of state withholding tax and sales tax reported as paid by productions receiving program payments during the prior fiscal year.

Appropriates an unspecified amount from the arts and cultural heritage fund to the Minnesota Film and TV Board for the film production jobs program in fiscal year 2011 as a one-time appropriation.
