Expands Explore Minnesota Tourism Council from a specified membership to up to 28 voting members appointed by the governor for four-year terms.

Includes council composition of the Explore Minnesota Tourism director (chair), 11 statewide association representatives, one regional representative from each of four tourism marketing regions, 6 tourism business representatives, ex officio nonvoting members including at least one from University of Minnesota Tourism Center, and 4 legislators (2 from each house, one each from the two largest political party caucuses).

Establishes that council member terms are split so half are coterminous with the governor and half end on the first Monday in January one year after the other members' terms.

Requires council to meet at least 4 times per year and allows members to participate by telephone or electronic means under specified conditions including roll call voting and public access to meetings.

Exempts the Explore Minnesota Tourism Council from expiration provisions under Minnesota Statutes section 15.059.
