Appropriates $250,000 in fiscal year 2011 to the Board of Regents of the University of Minnesota's Center for Transportation Studies to complete a comprehensive study on motor fuel use for nonhighway purposes.

Defines "motor fuel use for nonhighway purposes" as consumption by motorboats, snowmobiles, all-terrain vehicles, off-highway motorcycles, off-road vehicles, vehicles on state forest roads, and vehicles on county forest access roads.

Requires the study to develop a methodology for estimating motor fuel use by nonhighway purpose, apportion fuel use by location and facility type, evaluate costs to public locales, and provide policy options for attribution changes under Minnesota law.

Funds are drawn proportionally from the water recreation account, snowmobile trails and enforcement account, all-terrain vehicle account, off-highway motorcycle account, off-road vehicle account, and state forest road account based on gasoline fuel tax revenues from fiscal year 2010.

Center for Transportation Studies must submit a report on study results to relevant house and senate committee chairs by February 1, 2011; section becomes effective July 1, 2010.
