HF 3151 - Mortuary Science Bill Summary

• Allows noncompensated persons with right to control a dead body to remove, transport, and prepare the body (except embalming) without licensure, provided all actions comply with chapter requirements

• Permits unlicensed persons to arrange and direct memorial services before final disposition if they have right to control the body under section 149A.80, subdivision 2, or are that person's noncompensated designee

• Expands transportation options for dead bodies to include passenger automobiles for bodies 36 inches or less in length and allows use of dignified conveyances specified by deceased or family to place of final disposition

• Allows refrigeration in lieu of dry ice for bodies publicly viewed within private property, with maximum storage periods of six calendar days for refrigeration or four calendar days for dry ice

• Enables licensed funeral homes to work with family and friends to allow participation in washing and dressing of body in private location outside the funeral home preparation room
