Amends Minnesota Statutes 2008, section 103F.351, subdivision 4 to establish zoning guidelines and standards for the Lower St. Croix River area within the comprehensive master plan boundaries.

Requires the commissioner of natural resources to adopt rules prohibiting new residential, commercial, or industrial uses inconsistent with the federal Wild and Scenic Rivers Act and the Lower St. Croix River Act of 1972.

Mandates cities, counties, and towns adopt zoning ordinances complying with state guidelines and standards within a timeframe set by the commissioner.

Allows conditional uses for commercial, nature-oriented, and educational purposes in rural districts if properties were in similar use on May 1, 1974, and January 1, 2010, and the conditional use complies with dimensional standards and remains similar in scope to the original 1974 use.

Requires riverway lands to be protected through acreage, frontage, and setback requirements on development.
