Repeals prohibition on importing electricity from coal-fired power plants in other states and removes emissions from imported electricity from Minnesota's greenhouse gas emissions calculations.

Defines statewide greenhouse gas emissions to include only emissions from electricity generated within Minnesota, excluding imported electricity and carbon dioxide captured in geological formations.

Prohibits construction of new large energy facilities that would increase statewide power sector carbon dioxide emissions or entering into new long-term power purchase agreements (50+ megawatts for 5+ years) that would increase emissions, effective August 1, 2009.

Carves out exceptions for facilities authorized by subdivisions 4-7 and applies prohibition only after comprehensive state law or rule limiting greenhouse gas emissions is enacted and in effect.

Effective the day following final enactment.
