• Amends Minnesota Statutes 2008, section 148.01, subdivision 1 to redefine "chiropractic" as a health care discipline emphasizing the body's inherent recuperative power without prescription drugs or surgery, focusing on the relationship between structure and function coordinated by the nervous system.

• Defines "chiropractic manipulative technique" as adjustment, manipulation, or mobilization of bones, joints, and soft tissues accomplished by manual or mechanical forces to correct biomechanical alterations or abnormal articulations.

• Defines "ancillary chiropractic services" to include clinical, physical, laboratory, and diagnostic measures; diagnostic imaging; and therapeutic, rehabilitative, and preventive sciences and procedures related to chiropractic practice.

• Adds subdivision 4 authorizing licensed chiropractors to practice chiropractic, perform ancillary chiropractic services, and perform other authorized health care activities, with violations constituting unprofessional conduct subject to disciplinary procedures.

• Defines "animal chiropractic diagnosis and treatment" as treatment addressing vertebral subluxation complexes and spinal manipulation in nonhuman vertebrates, excluding surgery, medication dispensing, and traditional veterinary care.

• Repeals Minnesota Statutes 2008, section 148.01, subdivisions 2 and 3, and Minnesota Rules parts 2500.0100 (subparts 9b, 10, 11) and 2500.4000.
