Allows escort drivers of overdimensional loads with a certificate issued under section 299D.085 to stop vehicles and hold them in place until safe to proceed, functioning as flaggers on roadways.

Permits drivers stopped by an escort driver acting as a flagger to proceed only on instruction by the flagger or a licensed peace officer.

Requires the commissioner or local authority to specify in permits the minimum number of escort vehicles required and whether operators must be peace officers or civilians holding current certificates under section 299D.085.

Establishes a certification program for overdimensional load escort drivers requiring applicants to be at least 18 years old, possess a valid operator's license, complete a commissioner-developed certification course, and meet vehicle and safety equipment standards.

Sets violation of the escort driver program provisions as a misdemeanor and directs the commissioner of public safety to adopt implementing rules, effective one year after publication in the State Register.
