Prohibits the chief administrative law judge from ordering any new municipal incorporations after May 1, 2010, until June 1, 2015.

Requires the commissioner of administration to study the fiscal, environmental, transportation, and land use impacts of new municipal incorporations on other local units of government and state government.

Study must be conducted in cooperation with commissioners of revenue, management and budget, Pollution Control Agency, transportation, agriculture, and employment and economic development.

Study must analyze eligibility for state property tax aids and credits, transportation funding, economic development grants, and the rate of agricultural land consumption for urban development, including incorporations since 1995.

Commissioner of administration must report findings to legislative committees with jurisdiction over local government and taxes by January 15, 2014.
