Bond proceeds recipients (state agencies, Minnesota State Colleges and Universities, University of Minnesota, and counties/municipalities after January 1, 2012) must require contractors to recruit unemployed individuals, especially from communities with high unemployment including disabled persons, veterans, and low-income/rural/tribal communities and communities of color.

Contractors must recruit workers from available training providers including opportunities industrialization centers, construction trades unions, tribal colleges, nonprofits in tribal communities, and community action partnerships.

Contractors must disseminate information about subcontract and employment opportunities generated by bond proceeds to disadvantaged groups including disabled persons, veterans, low-income/rural/tribal communities, and communities of color.

For building construction, renewal, and renovation projects, contractors must demonstrate total calculated energy savings and document actual calculated energy savings created by the project.

Bond proceeds recipients must report electronically to the commissioner of employment and economic development every six months on jobs created, hours worked by low-income/rural/tribal workers, recruitment from training programs, dissemination efforts, and energy savings, with annual summaries due to legislative committees by January 15 beginning in 2011.
