Modifies off-highway vehicle seasonal restrictions on state forest lands to prohibit operation outside firearm deer hunting season in areas where deer may be taken by rifle, except for valid deer hunting license holders operating before/after legal shooting hours or between 11:00 a.m. and 2:00 p.m.

Requires persons under 16 years old operating off-highway motorcycles on public lands or waters to possess a valid off-highway motorcycle safety certificate issued by the commissioner.

Establishes requirements for all-terrain vehicle operators aged 12-16 to complete safety education and training programs, with ability to operate 90cc vehicles at age 10-12 when accompanied by a parent or legal guardian.

Allows nonresident youth at least 12 years old but under 16 to operate all-terrain vehicles on public lands after completing an online ATV Safety Institute course and when accompanied by a licensed adult 18 years or older.

Creates a $20 annual nonresident all-terrain vehicle state trail pass valid January 1 through December 31, with fees deposited to the natural resources fund for grants to counties and municipalities for trail construction and maintenance.
