HF 3194 Summary

• Enacts the Nurse Licensure Compact, allowing registered nurses and licensed practical/vocational nurses licensed in one party state to practice in other party states through a multistate licensure privilege.

• Establishes a coordinated licensure information system administered by party states to collect and share nurse licensure and disciplinary information, with restrictions on sharing personally identifiable data without contributing state permission.

• Requires nurses to comply with the practice laws of the state where patient care is rendered and grants each state authority to limit or revoke multistate licensure privileges and take disciplinary action under state due process laws.

• Creates a Nurse Licensure Compact Advisory Committee composed of nursing organization representatives, licensed nurses, and public members to advise the compact administrator on implementation.

• Becomes effective upon implementation of the coordinated licensure information system, but no sooner than July 1, 2010; allows states to withdraw with six months' notice and permits amendment only when enacted into law by all party states.
