Amends Minnesota Statutes to modify regulatory functions of the commissioner of health regarding home care provider licensing, evaluation, monitoring, and enforcement of violations.

Eliminates requirement that federal Medicare program certification be a requirement for Medicaid payment for home care services delivered under section 144A.4605.

Establishes 90-day timeline for commissioner to grant or deny home care provider licenses after receiving a complete application; licenses are deemed granted if not acted upon within 90 days.

Adds enforcement options allowing commissioner to impose conditional licenses, require consultant reviews, mandate supervision by qualified persons, require staff training, and prohibit new client intake for specified periods.

Restricts home care provider licensing for five years for owners and managerial officials of providers whose licenses were revoked or not renewed for noncompliance; includes process for requesting a stay of nonrenewal or revocation with specific criteria for commissioner consideration.
