Prohibits school districts, charter schools, and nonproblic schools receiving state lunch program funding from physically segregating, discriminating against, or stigmatizing children eligible for free or reduced price meals effective July 1, 2010.

Bans schools from making overt or distinguishable identification of students eligible for free or reduced lunch through special lines, tickets, alternative meals, announced lists, published names, or any other publicly identifiable means.

Prevents schools from denying lunch to children eligible for reduced price lunch who lack sufficient funds or have unpaid lunch debts.

Prohibits entities from using collection agencies to collect unpaid school lunch debts from households and forbids taking action against children in households, including withholding educational opportunities or engaging in behavior prohibited under the discrimination provisions.

Requires entities attempting to collect unpaid lunch debts to comply with section 332.37 and grants households the right to pursue remedies under section 332.39 for schools violating collection restrictions, effective July 1, 2010.
