• Amends Minnesota Statutes section 161.3426, subdivision 3 to require the commissioner award short-listed, unsuccessful proposers a stipulated fee of not less than two-tenths of one percent of the department's estimated design and construction costs.

• Mandates stipulated fee payment to unsuccessful short-list proposers within 90 days after contract award or decision not to award, even if the commissioner cancels the contract before reviewing technical proposals.

• Allows unsuccessful short-list proposers to waive the stipulated fee, preventing the commissioner from using their proposal ideas or information unless the waiver is later withdrawn.

• Creates a new reissuance of bids process permitting the commissioner to reissue an RFP and allow only short-listed teams to resubmit, with the same stipulated fee requirements applied.

• Authorizes the commissioner to enter into alternative financing and investment agreements with governmental and nongovernmental entities for transportation projects, and to apply for federal financial assistance under TIFIA and other federal transportation loan and grant programs with Minnesota Management and Budget approval.

• Requires the commissioner to submit annual listings to the legislature by August 1 detailing all agreements executed under the alternative financing subdivision, including contracting entities, amounts, duration, and repayment requirements.
