Establishes a 15 percent differential above the maximum rate for family child care providers and child care centers that hold early childhood development credentials, have a three- or four-star Parent Aware rating, or are accredited.

Defines qualifying early childhood development credentials for family child care providers to include child development associate degree, technical college diploma in child development, bachelor's or post-baccalaureate degree in early childhood education, or accreditation by the National Association for Family Child Care or the Competency Based Training and Assessment Program.

Specifies qualifying accreditations for child care centers including those by the National Association for the Education of Young Children, Council on Accreditation, National Early Childhood Program Accreditation, National School-Age Care Association, and National Head Start Association.

Includes American Montessori Society, Association of Montessori International-USA, and National Center for Montessori Education as qualifying accreditations for Montessori programs.
