Amends Minnesota Statutes 2008, section 97A.141, subdivision 1, relating to game and fish public access acquisition.

Authorizes the commissioner to acquire access sites adjacent to public waters and easements or rights-of-way to connect sites with public highways through gift, lease, purchase, or condemnation with Executive Council approval.

Establishes a moratorium until July 1, 2015, prohibiting the commissioner from acquiring or developing public access sites adjacent to public waters that do not already have a public access site.
