Establishes the Minnesota Nuclear Waste Storage Commission under the Department of Health's Office of Emergency Preparedness, Response and Recovery with ten members including state commissioners, local representatives from Monticello and Red Wing, a Prairie Island Indian Community representative, and two non-legislator appointees.

Commission shall develop a long-term storage strategy for high-level radioactive waste by January 15, 2012, and every three years thereafter, addressing waste management, continuous monitoring, environmental protection, resident health, cask maintenance, and new storage technologies.

Recognizes special risks and financial burdens on host communities and requires adequate funding for public safety services including fire, police, emergency medical response, and emergency operations while high-level radioactive waste is stored at facilities.

Modifies the nuclear waste escrow account to receive federal fee proceeds from utilities generating high-level radioactive waste, with ten percent of annual account funds appropriated to the commission until June 30, 2034, and allows host communities to petition for up to 40 percent of yearly appropriations for emergency response capabilities.

Commission expires when the federal government removes all high-level radioactive waste from Minnesota for transport to a permanent storage facility.
