Requires municipalities or property owners to serve notice of intent to annex on the township clerk by certified mail and publish in the official town newspaper at least 30 days before submitting an annexation petition, clearly identifying proposed annexation boundaries.

Allows town boards or city councils to request a referendum on proposed annexation upon receipt of a petition signed by residents equal to at least 20 percent of votes cast in the most recent applicable election, with the referendum request submitted to the chief administrative law judge within 20 days of the joint informational meeting.

Referendum on annexation must be conducted in accordance with applicable election laws and scheduled either concurrent with a state primary or general election, or as a special election on a date ordered by the chief administrative law judge.

Requires at least 75 percent voter approval in both the city and town referendums for annexation to be approved; if either fails to reach 75 percent approval, the chief administrative law judge must deny the annexation.

Prohibits resubmission of petitions seeking to annex 25 percent or more of the same land for three years following a voter rejection of an annexation.
